PART 1 :

b) I believe that my answer is a rate because its comparing two quantites measured with different units.

Sorry, I cant think of any at this point. If I think of one, i'll just edit this. and put it in.. (:
Spagetti Sauce:
1) You would have to multiply all the ingredients by 2.5. Because the portion is 4 and to get the portions to 10 is to multiply it by 2.5.
2) I would divide the recipe for 10 buy 10 to get the portion for 1.
